FORTIFIED roofs in Mandeville

Mandeville was laid out in 1834 as a lakefront resort, a place for New Orleans families to get out of the city and its summers, and that origin is still legible in the street plan. The oldest part of town is the part nearest the water, a grid running back from the shore, with the newer subdivisions filling in north of it toward Interstate 12. A low seawall runs the length of the lakefront. Behind it, Lakeshore Drive and the blocks of Old Mandeville sit about as close to Lake Pontchartrain as it is possible to build.

Why a FORTIFIED roof matters in Mandeville

Mandeville has spent decades working on the water problem, and has gotten good at it. Houses in the surge zone have been raised, the seawall is maintained, and the city gets written up as a case study in what elevation does for a lakefront town. All of that work points down. It lifts a house above the water and changes nothing about what comes over the top of it. Wind reaches every address in Mandeville, not only the blocks in front of the seawall, and a raised house with a tired roof is still an open house the moment the covering goes. That is the gap a FORTIFIED roof closes. The deck is re-nailed with ring-shank nails and sealed, the edges are detailed, and the covering has to carry a wind rating, so the top of the house is finally built to the same standard as the pilings holding it up.

Hurricane Ida (2021) pushed Lake Pontchartrain over the Mandeville seawall and flooded blocks of the lakefront, and Hurricane Francine (2024) put lake water back onto Lakeshore Drive three years later.

The Fortify Homes grant in Mandeville

Mandeville is in St. Tammany Parish, which the Louisiana Department of Insurance lists as eligible for the Fortify Homes grant as of July 2, 2026. The grant reimburses the cost of rebuilding your roof to the IBHS FORTIFIED standard, up to $10,000 per home. It is a cap on a reimbursement, not a flat check, and the money goes to your contractor after IBHS issues the certificate. Selection is a random lottery, so registering is not the same as being awarded.

Only certain areas of St. Tammany Parish are eligible, not all of it, so a Mandeville address is not automatically covered. Confirm your specific address on the LDI map before you count on the grant.

Eligibility is settled at the address level and the list changes every round, so check your address on the live LDI Fortify Homes map, and apply through the state at ldi.la.gov/fortifyhomes, not on this site.

Do not start roof work before you are selected and the bid process is complete.

You gather bids from at least 3 approved contractors you choose, and no one may begin until the official notice says you are cleared. Starting early voids your eligibility. Once you are cleared, the work has 90 days to finish.

What it pays back, grant or no grant

The grant is a lottery. The other two payoffs are not. A FORTIFIED designation earns a required cut on the wind portion of your home insurance in Louisiana, every year the designation stays in force, and the state tax credit returns up to $10,000 of qualifying costs on a roof you finance yourself. A Mandeville homeowner who never wins a grant can still come out ahead on both.

See how the mandated discount works in the insurance savings guide, the state credit in the FORTIFIED roof tax credit guide, and what the standard actually requires in the FORTIFIED Roof guide.
